Pueblo police began using Flock with two cameras donated by the Pueblo Downtown Association in 2022; as of May 2026, 4 were operating and 12 more were being acquired. No police Flock contract has been published, and the deployment has never been a titled City Council agenda item. Policy 429 says "reasonable suspicion or probable cause is not necessary" and sets no retention period or audit schedule. Council passed resolutions in February 2026 opposing the state ALPR bills.
